SMART Indicator Standard

Every indicator must be Specific (precise about what is measured), Measurable (quantifiable or verifiable), Attributable (linked to program actions), Realistic (achievable with available resources), and Time-bound (tracked to a defined period).

Primary Data

Collected directly by NRSA Philippines through surveys, observations, training records, and interviews. Owned by NRSA — highest control over quality.

Secondary Data

Sourced from government agencies (PNP-HPG, DOH, LGU records, DepEd). Requires formal data-sharing agreements. Subject to agency reporting cycles.
